SUMMARY OF THE PROCEEDINGS OF THE ITASCA COUNTY BOARD OF COMMISSIONERS

The Itasca County Board of Commissioners met in regular session on January 14, 2014, in the Itasca County Boardroom of the Itasca County Courthouse, 123 NE 4th Street, Grand Rapids, MN.
Chair Trunt called the meeting to order at 2:30 p.m. with the Pledge of Allegiance with all members present.
Mandich/Eichorn approved the minutes of the January 7, 2014, Organizational County Board meeting. All aye.
Snyder/Tinquist added item #6.7 (Fairground Easements) and approved the agenda, as amended. All aye.
Tinquist/Mandich approved the Consent Agenda, as presented. All aye.
Mandich/Eichorn approved the Commissioner Warrants, in the amount of $2,864,172.19, with a check date of January 17, 2014. All aye.
HHS DIRECTOR UPDATE
Health and Human Services Director Eric Villeneuve provided a Director Update, indicating that First Call for Help has moved from the Itasca Resource Center (IRC) and that Itasca County Health and Human Services Department employees are now serving the front desk/receptionist needs of the IRC. Informational; no action taken.
Mandich/Tinquist authorized going out for bids on a Type I 2014 F450 4x4 Ambulance for Bigfork Ambulance Service. All aye.
HHS DIVISION UPDATES/PRESENTATIONS
Health and Human Services Director Eric Villeneuve provided a brief Business/Fiscal Division update and indicated that while the Business/Fiscal Division Manager position is currently vacant, the hiring process is moving along with hopes of having the new manager on board within the next month.
2014 ITASCA HEALTH FUND DISTRIBUTION
Tinquist/Snyder approved and accepted the Itasca County Health and Human Services Advisory Committee recommendations to distribute $21,988.17 allocations to grant recipients for 2014. All aye.
QUOTES VS. BIDDING AND PLA REQUIREMENTS
Eichorn/Snyder denied the need for a Project Labor Agreement (PLA) on the Dispatch Project. All aye, except Trunt and Mandich nay.
Tinquist/Eichorn approved a public vacation application with the City of Grand Rapids to petition for vacation of a part of Fourteenth Street, Thirteenth Street and Crystal Lake Boulevard and authorized payment of the Application Fee in the amount of $505.00. All aye.
Leo Trunt announced Sue Erzar’s Retirement Celebration to be held on Wednesday, January 15, 2014 from 2:30 – 4:00 p.m. in Room 122 of the Itasca Resource Center (IRC).
Leo Trunt also announced that the Grand Rapids Chamber of Commerce will be hosting the 2014 Northern Minnesota Swap Meet and Car Show on July 26-27, 2014 at the Itasca County Fairgrounds Park.
Terry Snyder announced that the Fairgrounds Taskforce will be hosting a Public Meeting for venue users on Tuesday, January 14, 2014 and a Public Meeting for members of the public on Tuesday, January 21, 2014. Both meetings are from 6:30 – 8:30 p.m. in the Boardroom of the Itasca County Courthouse. The meetings are being held to receive input on the Comprehensive Fairground Park Plan.
Rusty Eichorn announced that this was the first of the County Board meetings that is a combination of County Board and Health and Human Services Board, as up until this year, there was a Health and Human Services Board which met separately from the County Board.

PROJECT IDENTIFICATION: Sealed bid proposals will be received in accordance with the construction contract documents, as prepared by Klein McCarthy Architects for:

The work will be accomplished through multiple contracts with Itasca County, with Contegrity Group Inc. acting as the Construction Manager. The following categories of work will be bid: General Construction, Glass and Glazing, Flooring, Fire Protection, Mechanical/HVAC, and Electrical.
BID TIME: Bids will be received at the office of Jeff Walker Itasca County Auditor, 123 NE 4th Street, Grand Rapids, MN 55744 until THURSDAY, MARCH 20, 2014, 2:00 PM (CST). All late bids received will be returned unopened to the submitter. No faxed bids will be accepted.
BID LOCATION: Sealed Bid Proposals for the ITASCA COUNTY DISPATCH REMODEL construction work to be provided in accordance with the construction contract documents, as prepared by Klein McCarthy Architects, will be received at the office of Jeff Walker, Itasca County Auditor, 123 NE 4th Street, Grand Rapids, MN, 55744 until the date and time as stated above. Bids will then be publicly opened and read aloud. No faxed or electronic bids will be accepted. Sealed bid envelopes shall be marked with the Bidder’s Name and Category of Work being bid.
EXAMINATION OF DOCUMENTS: Contract Documents for this construction work may be examined in the office of the Itasca County Dispatch Coordinator’s Office, the Duluth and Hibbing Builder’s Exchanges; Klein McCarthy Architects, 6465 Wayzata Boulevard, Suite 410, St. Louis Park, MN 55426; and Contegrity Group, Inc., 101 First Street SE, Little Falls, MN 56345.
BID DOCUMENTS: Bid documents are available from Franz Reprographics and can be ordered online. To order plans and access the online plan room to view the most current plan holders list, go to www.franzrepro.com. Plan deposit is $100 per set made payable to Itasca County. A separate non-refundable check made payable to Itasca County will be required for mailing fees in the amount of $25 per set. Electronic download of plans and specs is also available for $15 by ordering online. No partial sets of bidding documents will be issued. Plan deposit will be returned upon receipt of all bidding documents returned in useable condition within (20) days after the date bids have been received. BID SECURITY: Each bid shall be accompanied by a certified check, cashier’s check, or corporate surety bond in an amount equal to five (5%) percent of the base bid, as bid security.
If awarded a contract, each successful Bidder shall be required to furnish both Performance and Payment Bonds covering faithful performance of the contract and the payment of all obligations arising under such contract. Such bonds shall be the latest edition of the AIA Document A312/CM, in the amount equal to 100% payment. If the contract is less than $75,000 an irrevocable Letter of Credit from a financial institution will be acceptable under the same terms and conditions of Performance & Payment Bonds.
Itasca County reserves the right to reject any or all bids received and to waive any informalities and irregularities in the bidding.
Bids may not be withdrawn or modified within forty five (45) days after the closing time and date.
