The Itasca County Board of Commissioners met in regular session on January 7, 2014, in the Itasca County Boardroom of the Itasca County Courthouse, 123 NE 4th Street, Grand Rapids, MN.
Chair Mandich called the meeting to order at 2:30 p.m. with the Pledge of Allegiance with all members present.
ELECTION OF OFFICERS
Eichorn/Snyder cast a unanimous ballot for Commissioner Trunt as Chair of the County Board for the year 2014. All aye.
Mandich/Snyder cast a unanimous ballot for Commissioner Tinquist as Vice-Chair of the County Board for the year 2014. All aye.
Tinquist/Mandich approved the minutes of the December 10, 2013, County Board meeting. All aye.
Mandich/Snyder approved the agenda, as amended. All aye.
Eichorn/Tinquist approved the Consent Agenda. All aye.
Employees recognized were Connie Bentson, Sue Erzar, Justin Gambill, Warren Spawn, Jack Soltis, Dave Hauser and Jeremy Hanson.
APPOINTMENTS TO COMMITTEES/COMMISSIONS/BOARDS
Mandich/Tinquist approved the appointments to various Itasca County Committees/Commissions/Boards, per the complete Current List dated January 4, 2014. All aye.
ADDITIONAL APPOINTMENTS TO COMMITTEES/COMMISSIONS/BOARDS
Snyder/Mandich appointed Lee Ringdahl to the Housing and Redevelopment Authority (HRA) vacancy expiring 12/31/2014, Jeff Walker to the Nursing Home Board vacancy expiring 12/31/2015 and Tom Neustrom to the Sheriff Civil Service Commission vacancy expiring 12/31/2016; appointed Robert Scheierl to the unexpired At-Large position expiring 12/31/2015 and Les Ollila to the District #2 position expiring 12/31/2016 on the Park and Recreation Commission; and authorized staff to advertise for the unfilled vacancies on the Bowstring Airport Commission, Extension Committee and Water Plan Implementation Committee (WPIC) representing District #4. All aye.
SUPPORT FOR THE REIF CENTER’S REQUEST FOR STATE BONDING
Mandich/Eichorn adopted the Resolution Re: Support for the Reif Center’s Request for State Bonding. All aye. (Resolution 2014-2)
BIDS FOR LEGAL PRINTING
Mandich/Eichorn awarded the Bids for Legal Publication for 2014, as follows: Scenic Range News Forum – Official Proceedings, Financial Statement (First Run) and Delinquent Tax Notice and Western Itasca Review – Financial Statement (Second Run). All aye.
LOREN SOLBERG CONSULTING, LLC CONTRACT
Tinquist/Mandich waived the current statutory insurance limits and authorized use of the 2008 insurance limits with a cost-share payment of this expense up to $2,000. All aye.
REVIEW OF THE DRAFT 2014 LEGISLATIVE PLATFORM
Item was discussed for informational purposes only – no action was taken.
Commissioner Snyder informed the public that the Fairgrounds Task Force will be holding Public Meetings to receive public input for the Comprehensive Fairgrounds Park Plan on Tuesday, January 14 and 21, 2014 at 6:30 p.m. in the Boardroom of the Itasca County Courthouse.
Chair Trunt adjourned the meeting at 3:18 p.m.

ADVERTISEMENT FOR BIDS
PROJECT IDENTIFICATION: Sealed bid proposals will be received in accordance with the construction contract documents, as prepared by Klein McCarthy Architects for:

The work will be accomplished through multiple contracts with Itasca County, with Contegrity Group Inc. acting as the Construction Manager. The following categories of work will be bid: General Construction, Glass and Glazing, Flooring, Fire Protection, Mechanical/HVAC, and Electrical.
BID TIME: Bids will be received at the office of Jeff Walker Itasca County Auditor, 123 NE 4th Street, Grand Rapids, MN 55744 until THURSDAY, MARCH 20, 2014, 2:00 PM (CST). All late bids received will be returned unopened to the submitter. No faxed bids will be accepted.
BID LOCATION: Sealed Bid Proposals for the ITASCA COUNTY DISPATCH REMODEL construction work to be provided in accordance with the construction contract documents, as prepared by Klein McCarthy Architects, will be received at the office of Jeff Walker, Itasca County Auditor, 123 NE 4th Street, Grand Rapids, MN, 55744 until the date and time as stated above. Bids will then be publicly opened and read aloud. No faxed or electronic bids will be accepted. Sealed bid envelopes shall be marked with the Bidder’s Name and Category of Work being bid.
EXAMINATION OF DOCUMENTS: Contract Documents for this construction work may be examined in the office of the Itasca County Dispatch Coordinator’s Office, the Duluth and Hibbing Builder’s Exchanges; Klein McCarthy Architects, 6465 Wayzata Boulevard, Suite 410, St. Louis Park, MN 55426; and Contegrity Group, Inc., 101 First Street SE, Little Falls, MN 56345.
BID DOCUMENTS: Bid documents are available from Franz Reprographics and can be ordered online. To order plans and access the online plan room to view the most current plan holders list, go to www.franzrepro.com. Plan deposit is $100 per set made payable to Itasca County. A separate non-refundable check made payable to Itasca County will be required for mailing fees in the amount of $25 per set. Electronic download of plans and specs is also available for $15 by ordering online. No partial sets of bidding documents will be issued. Plan deposit will be returned upon receipt of all bidding documents returned in useable condition within (20) days after the date bids have been received. BID SECURITY: Each bid shall be accompanied by a certified check, cashier’s check, or corporate surety bond in an amount equal to five (5%) percent of the base bid, as bid security.
If awarded a contract, each successful Bidder shall be required to furnish both Performance and Payment Bonds covering faithful performance of the contract and the payment of all obligations arising under such contract. Such bonds shall be the latest edition of the AIA Document A312/CM, in the amount equal to 100% payment. If the contract is less than $75,000 an irrevocable Letter of Credit from a financial institution will be acceptable under the same terms and conditions of Performance & Payment Bonds.
Itasca County reserves the right to reject any or all bids received and to waive any informalities and irregularities in the bidding.
Bids may not be withdrawn or modified within forty five (45) days after the closing time and date.
